The state of Georgia has decided to pay $350,000 to settle a lawsuit by the family of a Hays State Prison inmate who was beaten and strangled to death in his cell. The inmate died December 26, 2013 and his family's lawsuit alleged that the state was responsible for his death due to an increasing number of faulty locks, which allowed the inmates to go into other cells.
